US Investors Set up Business in Ho Chi Minh City



United States (US) businesses are expecting to pour investment capital and set-up business in Ho Chi Minh City(HCMC) in the near future, when Vietnam and the US are members of the Trans-Pacific Partnership agreement (TPP).


Statistics from the Department of Planning and Investment of HCMC showed that in 2015, the city has attracted 26 investment projects from the US with a total capital of approximately 135.4 million USD. In the first 2 months of 2016, the US has invested an additional of 4 new projects with total capitals of 1.56 million USD. It is forecasted that after TPP takes effect, the number will increase exponentially.

The industrial zones in HCMC are attracting the most investment within three years. Currently there are more than 300 projects worth more than 600 million USD. With the launching of TPP, the city hopes to receive a new wave of investment from US businesses. The efforts to reform the city’s administration procedures are creating favorable environment for US businesses to increases investment in HCMC.

According to the representative of the US Consulate in HCMC, diplomatic relation between Vietnam and the US is getting better, creating conditions and opportunities for US investors to come and set up business in HCMC. As recognized by the American Chamber of Commerce in Vietnam (Amcharm), businesses from the 2 countries feel very excited after exploring the investment environments of each other.

According to the Amcham’s representative, the promotion of the free trade agreements and especially TPP is bringing Vietnam and the US to the center of trade cooperation. It is reflected positively in 2015 with growth rate reached 45 billion USD in terms of sales, increased by 20% compared with 36 billion USD in 2013. Currently, Vietnam is also the leading countries in ASEAN on trade balance with the US when Vietnam accounting for 25% of export turnover of the area and this figure will continue to increase in 2020.

According to representatives of the Department of Planning – Investment in Ho Chi Minh City, Vietnam American investors to increase mainly in the field of real estate, banking, services, processing technology. This is a positive signal for bringing high-income jobs for local workers. The goal of the 2020 Vietnam brought exports to the US increased by 300 billion dollars.

Ho Chi Minh City Attracted USD 1.92 Billion of FDI



Ho Chi Minh City is one of the major economic, political and cultural centers of Vietnam as it has many favorable conditions for development. That’s why many foreign investors chooose to set up company in Ho Chi Minh city.

In the first 4 months of 2018, the total registered capital of new, increased, and contributed capital, purchase of shares of foreign investors in Ho Chi Minh City was 1.92 billion USD, accounting for 23.8% of the total investment capital of the whole country.

According to the Foreign Investment Department – Ministry of Planning and Investment, from the beginning of the year until now, foreign direct investment (FDI) projects have disbursed 5.1 billion USD, increase by 6.3% over the same period in 2017.

The whole country has 883 new projects have just been granted investment certificate with a total registered capital of 3.55 billion USD, equaling 76.1% over the same period in 2017. There are 303 projects registering to adjust investment capital with total increasing registered capital of 2.24 billion USD, equivalent to 51.5% compared with the same period in 2017.

In terms of investment sector, in the past four months, foreign investors have invested in 17 industries, of which the processing and manufacturing sectors are still attracting more attention of foreign investors with total capital of 4.52 billion USD, accounting for 56.1% of total registered capital. The real estate business ranked second with a total investment capital of 807.5 million USD, accounting for 10% of total registered capital. The third was the wholesale and retail sector with total registered capital of 779 million USD, accounting for 9.7% of total registered capital.

In terms of investment partners, there are 82 countries and territories have investment projects in Vietnam, of which Korea ranks first with total investment of 2.32 billion USD, accounting for 28.7% of total capital. Japan ranks second with total registered capital of approximately 1.29 billion USD, accounting for 16% of total investment. Singapore ranks third with total registered capital of 808 million USD, accounting for 10% of total investment.

Ho Chi Minh City continues to attract the most capital with a total registered capital of 1.92 billion USD, accounting for 23.8% of total investment. Hai Phong ranks second with a total registered capital of 1.03 billion USD, accounting for 12.8% of total investment. Hanoi ranks third with a total registered capital of 746 million USD, accounting for 9.25% of total investment.

Startup in Ho Chi Minh City Will Be as Convenient as in Singapore

A series of specific commitments has been confirmed by HCMC’s Party Secretary Nguyen Thien Nhan to help startup environment in HCMC becoming as favorable as in Singapore.

The city is committed to preparing an industrial park reserved for newly startup and innovative businesses. Secondly, the procedure for setting up new business in HCMC will be as good as in Singapore. Third, in addition to private investment, the city will also, on a case-by-case basis, pilot public-private partnerships in support of innovative entrepreneurship.

In addition to the above 3 commitments, according to Mr Nguyen Thien Nhan, HCMC will have a general information page to reflect the creative start-up activities in the area. At the same time, he decided to meet face-to-face with the startup community twice a year to listen to their mind and remove difficulties in time.

In general, in the past year, HCMC has had very specific and significant results in comparison with other provinces in terms of start-up activities. According to director of the Department of Science and Technology of HCMC, this agency has set up 5 spaces to support innovative start-ups and links with 24 business incubators with a total floor area of over 22,000 square meters. Of which, 50% capital is from socialization.

In addition, The SpeedUp 2017 program has provided financial support tools from the budget for innovative startup projects through enterprise incubators. In the past 8 months, this program has received and processed 112 innovative startup project applications. The number of selected projects was 14/112 (12.5%), which is quite high compared to the current selection rate of many investment funds (VIISA reaches 5%, VSVA reaches 8%).

This year, the HCMC Department of Science and Technology has also set up 4 Steering Committee for Innovative Ecosystems for 4 key areas of the city, including mechanics, food processing, plastic – rubber – chemistry and information technology.

With a network of 145 consultants and innovative start-up advisors from many different disciplines, up to now, 938 start-up projects have been connected to help develop business ideas. There are 3,200 individuals and start-up groups connected to investors, experts and consultancy organizations. Moreover, over 300 startup products are promoted to the community.

However, a general assessment from the Department of Science and Technology of the City, most startups in Vietnam are newly invested at the seed stage with small scale and the possibility of breakthrough growth is not high. This is a matter of concern.

Ho Chi Minh City Attracted over 4.1 Billion USD FDI Capital

That is the information released at the meeting on socio-economic situation in the first 6 months of the People’s Committee of Ho Chi Minh City, which was held on July 3rd. Accordingly, HCMC remains an outstanding investment destination for foreign investors to set up company in Vietnam.

Specifically, HCMC has granted investment registration certificates to 483 FDI projects with a total investment capital of 486.53 million USD (equivalent to 128.8% of new projects and 121.8% of investment capital over the same period).

With the newly licensed projects, in terms of sectors, the manufacturing and processing industries attract the most investment capital with 27.2%; followed by real estate business with 25.5%… In terms of the nationality of investors, Korea has the largest proportion of investment capital with 30.3%; followed by Singapore with 22%…

The city also licensed 136 projects to increase capital with total investment capital of 417.21 million USD (equaling 137.4% of adjusted projects and 113.1% of investment capital over the same period).

In addition, the City also approved 1,421 cases where foreign investors implemented procedures to contribute capital, purchase shares, buy back capital contributions from domestic enterprises, with registered capital equivalent to 3.28 billion USD (compared with the same period, equivalent to 134.6% of cases and 153.7% of investment capital).

In this form of investment, in terms of industry/sector, real estate business has the most investment capital with 43%; followed by professional, science and technology activities with 21.5%…

In terms of both capital attracted in the form of granting investment registration certificate and capital attracted through the form of capital contribution, share purchase, capital contribution in the domestic enterprises, HCMC has attracted 4.18 billion USD (equal to 144.1% over the same period).

According to statistics, so far in HCMC, there are 7,910 effective FDI projects with total investment capital including new and capital increase projects of 45.05 billion USD.

In the first half of 2018, the Management Board of the Export Processing and Industrial Zones of HCMC has granted 12 projects; Ho Chi Minh City Hi-tech Park Management Board has granted 3 projects and Ho Chi Minh City Department of Planning and Investment has granted 468 projects.

One noteworthy point is that newly licensed FDI projects in HCMC have increased in terms of number of projects and registered capital compared to the same period last year, but the scale of investment is still small (average only 1 million USD/project).

In particular, the project of Samil Pharmaceutical Co., Ltd. (Korea) in Saigon Hi-Tech Park with registered capital of 40 million USD is one of the largest projects. The project is built on an area of 7,500 m2, with the goal of developing and producing eye drops (single dose and multiple doses); research, development and production of special drugs after eye surgery, stem cell medicine for eye treatment… According to the plan, the project will be built immediately after being licensed and officially started operation from the end of 2021.

Over 4 Months, 8 Billion USD FDI Capital Poured into Vietnam

According to the Foreign Investment Department – Ministry of Planning and Investment, in the first 4 months of 2018, total registered foreign investment capital in Vietnam reached 8.06 billion USD, equaling 76.1% over the same period in 2017. It shows that Vietnam still an attractive destination for foreign investors to invest in Vietnam.

Overview of FDI in 4 months showed that 883 new projects were granted investment certificates, with a total registered capital of 3.55 billion USD, equaling 76.1% over the same period in 2017. Besides, 303 projects registered to adjust investment capital, with total registered capital increase of 2.24 billion USD, equaling 51.5% over the same period in 2017.

In addition, in the first 4 months of 2018, the country has 1,863 capital contribution turns, purchasing shares of foreign investors, with a total capital contribution of 2.26 billion USD, increase by 67% over the same period in 2017. Among this, there are 1,087 turns of capital contribution and purchase shares to increase the chartered capital of the company, with the capital contribution value of 1.56 billion USD and 776 turns of capital contribution to purchase share of foreign investors, in which foreign investors purchase domestic capital without increasing chartered capital, with a total capital contribution value of 703.5 million USD.

According to the Foreign Investment Department, while new registered FDI capital is still declining, the disbursed FDI capital continued to be positive. Up to April 20th 2018, it is estimated that FDI projects have disbursed 5.1 billion USD, increase by 6.3% over the same period in 2017.
